What a document is decides where it may be stored, before the file is accepted at all. A brokerage record must sit on a server in British Columbia for seven years — no BC vendor is on the account, so those uploads are refused rather than defaulted somewhere convenient.

Nothing is past its retention date
Retention runs off each document's record date - the business date on the record, not the day it was uploaded - so the clock is right even for files imported years late.

Quarantine is the absence of a row, not a state a row sits in — there is deliberately no unclassified residency class, so a document that cannot be classified is never written at all.
