Consent is checked live at the moment of every send, never remembered from last time, so an enrollment can go from sendable to held overnight with nothing running. Cancelling it would lose the position in the sequence and the evidence of what was relied on. Holding it keeps both: capture express consent and the next step goes out on schedule.
