A referral you send to an agent in another market earns you a fee that never touches one of your own deals, so it needs its own record rather than a line on a deal. That record is already designed — direction, who it went to, the market, the stage, and the fee expected against the fee received — and this screen picks it up the day it is switched on.
It is deliberately not squeezed onto a deal in the meantime. On a deal, a referral fee is money you PAY and it comes off your net — parking a fee you are OWED in the same place would quietly lower every net figure in the product by exactly that amount.
